iPad mini won’t update beyond 9.3.5...

The GPS bug only affects the cellular version of your iPad.

If you have the Wi-Fi version, there is no need to for a bugfix because those Wi-Fi only models do not have GPS, and therefore there is no 9.3.6 available.

May I know does your iPad mini (1st generation) supports both Wifi & Cellular? If yes, you should be able to update.
