wat is the best way to transfer date form old ipad to new ipad?

Well it depends, can’t say which way is better. For e.g. I backup my data to iCloud so I transfer data from iCloud backup to a new iPad will be more easier and convenient for me while another person backup his data to his computer using iTunes so he will find iTunes is a better way.
