The Command + R key sometimes boots into the Recovery mode for the original version of macOS that came with your Mac. This seems to be the case with your machine.
Could you please try the following. It is an alternative approach to booting into the macOS recovery environment to reinstall macOS:
If you cannot find the Mojave recovery partition in step 3 above, you may not have the Mojave recovery environment to reinstall Mojave. In this case, I would suggest reinstalling Mavericks, then downloading Mojave from the Mac App Store and installing from there.

Thanks for sharing this information. I am sorry you're having trouble enabling the guest user.
It is possible you have Automatic Login enabled. Please try the following and see if you can log in as a Guest User:

The title says you want to reinstall macOS Mojave. So it seems that you are already running macOS Mojave. You could just download the macOS Mojave installer and run it.

I finally got the guest user to show up.
I changed my login to automatic, and restarted. It logged in automatically .
I then turned automatic login off and rebooted.
This time guest icon showed. Go figure!
I noticed that the test user icon does not show anymore since reinstalling Mojave.
You must be scratching you head about my post!
