The best solution for you is to update via iTunes, since Apple itself said that you won't be able to update over-the-air after November 3rd, if you're rocking iPhone 5. As far as I understand, It may also affect any other device, if you're firmware is old enough.

I have the same problem ,I keep delete the update files and try update again still not working when its try to install .please help

Please describe how are you trying to update (over the air or via iTunes) and what error message are you getting. Is it happening during update initiation or while update itself? Need such information to determine if it's a hardware or software related error.
