Try going to another WiFi site, like a coffee shop, and see if you can connect there and if you have the same on/off problem you are having at home. If you do then click on the Contact Support link at the top right of this page and start the service process for your iPhone. If you don't then talk to your college IT people again.

Again... what does your university wifi support team say?
And you proved that's not true right?
If your device can join any other network, it's something to do with their network. Have you ever successfully joined their network? What version phone do you have? What level of iOS?

Well It’s my 2nd year in university, I’ve been using this network. And fyi I already mentioned it was only my house wifi I could connect that I also not sure anymore since I reset my network settings again. It’s latest (13.2). Device iphone X
only my home wifi. Also my wifi button been acting weirdly. I was connected with my home wifi but it says wifi off. And then I tried to turn it on, wifi button kept going back to off position.
Well they said, it’s something wrong with the device not with their wifi.
