Internet access

Will I be able to access the internet on my iPad version 9.3.5 after Nov 2 2019?

The issue which the Nov. update addresses has nothing to do with wifi nor internet connectivity. It has to do with GPS and location services - see Update your iPhone or iPad software to avoid issues with location - Apple Support

If the over the air update is not finding iOS 9.3.6, try using a computer with iTunes to update it that way.

The iPads are available in two versions. WiFi only, and Cellular + WiFi. Only the cellular versions have a GPS, thus only those models are affected by the November 3rd GPS issue.
