ipad update

my ipad says it is up to date but is not even at 10.1, and won't update?

iPad mini Wi-Fi + Cellular

A first generation iPad Mini can be upgraded to iOS 9.3.5, or 9.3.6.

in other words my ipad cannot be updated beyond 9.3.6. what good is that i have to buy a new device in order to use 75% of available apps most of which require 10.1 or higher. my mini is less than 5yrs old. apple upgrades may be free but what good is that if your device cannot be upgraded. at least with windows (even though you have to pay) you can upgrade a 10 yr old computer or tablet for less than the cost of a new device.
