My iPad just says update requesting update but seems to be stuck there.

What OS version is currently on your iPad? What version are you trying to update to?
Sometimes update offers and users' acceptance get out of whack. For example, if your iPad tries to install iPadOS 13.1.1 after the release of 13.1.2, you will get stuck in this loop. Apple's update servers don't know how to give you a useful error message in this situation, so they just refuse to install the older version without any explanation.
