Unable to Reset iCloud Keychain

I want to reset my iCloud keychain. I recently upgraded to Catalina and cannot find in options in the iCloud system settings to do the reset. I am using dual-authentication and the instructions on the Apple website are not up-to-date. Any advise?

If you shared admin password , to other person using your old Mac , now you upgraded to Mac OS Catalina 10.15.1 , when a new Mac is set https://support.apple.com/en-in/HT205749

and iCloud Keychain is set up https://support.apple.com/en-in/HT204085

A new iCloud Keychain verification will be created overwriting the previous , so the iCloud passwords are still secured and no one can enter , also when you erase the Mac and reinstall , every files are refreshed , a new admin account and its password can be set .

And once 2FA is activated , all security answers for Apple ID account , date of birth added are deactivated see this article https://support.apple.com/en-in/HT201303

Resetting iCloud Keychain is performed when pop up appears on the Mac , and iCloud Keychain is corrupted , if you are using secondary authentication account , once you had created 2FA on Mac OS Catalina 10.15.1 the secondary authentication is dissolved and hence there would be no option to reset the keychain , in the apple article if it is not mentioned send your feedback https://www.apple.com/feedback/

The issue is that my iCloud keychain was synced with a different Mac that I don't have access to anymore. Someone with admin rights on that device could reset my device-specific user password and use the Keychain Access utility to view my credentials (Apple's security on that is really poor). I already deleted and changed my old passwords. However, before I enable the iCloud keychain again, I want to make sure the new information is not synced with that device anymore (incl., credentials to email accounts) and remains detached from the other device. I understand that this can only be done if you reset your iCloud keychain. The KeyChain Access utility has a feature to perform a reset (see Preferences). However, it does not work properly. And yes; I did provide Apple with feedback...
