Music Playlists Missing

When I open the Music app on my phone, some of the playlists I’ve created on the Mac Music app do not show up. All of the smart playlists are there, but around half of the regular playlists I created manually don’t appear on my phone when I browse my playlists. I signed out of my account in the Music settings on the phone and signed back in, and it gave a message that it was syncing my music, but there was no change when it finished.

It was playlists made from my own music managed by Music. I finally got everything back in sync after turning off sync library on the Mac and my iPhone and then when I turned sync back on they were in sync again.

There is something about what's in the playlist. All of my other manually created playlists (with my own music) show up every time. This one playlist shows up after a sync and then disappears again. If I create a new playlist and move all the music from the troublesome playlist into it, the same thing happens. If I clear the music from a playlist that's been showing up with no problems and add the music from troublesome playlist, the same syncing issues happen again. Any ideas what can cause a playlist to appear immediately after a sync, but then disappear shortly thereafter every time?
