Had you downloaded Numbers v6.1 when it was available for High Sierra (prior to Sept 30, 2019), then the answer would be yes. However, it has now been updated to Numbers v6.2 and requires Mojave or later for installation. Apple does not provide full installers for past versions of its applications in the Mac App Store.
You can use Numbers for iCloud, or install the free 64-bit LibreOffice Suite which has an Excel clone in it named Calc. If you install LibreOffice, you will need to follow Apple's Safely open apps on your Mac article to grant it launch permission. A Calc user guide is available from the LibreOffice web site's Get Help menu > Documentation item.

I really hate that I missed Numbers by about a month...that stinks! But I certainly appreciate your help in moving me forward. I appear to have downloaded LibreOffice successfully and am currently working on it. Thank you so much for your help!
LibreOffice is far more complete than Numbers.
