slow updating of apps on ipad and iphone

both ipad and iphone update apps only extremely slowly. this is new, i guess after updating to ios 13.1.

my wifi network is ok speedwise, so this is fine. if i update via 4g, it is fast too, so it is not on apple's end.

any ideas?

iphone 6s, ipad pro 10.5, both on ios 13.2
