Can’t update to 13.4??

this article says that iPad 4 should have iOS 13.4. Mine has 13.3 and it says that it’s fully updated and there’s no option to update to 13.4

First verify you model:

An iPad 4 ( Oct 2012-Oct 2014) can run no high iOS version than iOS 10.3.3. An iPad Mini 4 can run iPad OS 13

There is no 13.3 or 13.4. Are you referring to this support document? Update your iPhone 5 to continue using App Store, iCloud, email, web, and other services - Apple Support If so, that is 10.3.3 to iOS 10.3.4. That only affects iPads that are wi-fi and cellular.
