Why my old iPhone is disabled

My old phone is disabled when I try to unlock it even that still showing in my family sharing. How to unblock it?

If your iPhone shows it is disabled, follow the steps in this support document, If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
