No.

The 1st gen iPad Air and iPad Mini 2 and 3 are ineligible to upgrade to iPadOS 13.

Apple has deemed the internal hardware in these iPads not sufficiently powerful enough to run all of the new features of iPadOS 13.

Sorry. It is what it is.

If you want/need an iPad that can run the latest and greatest iPadiOS, as well as, the most current apps available, then, you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website.

Best of Luck to You!

iOS 13 / iPadOS 13 offers more new features than that.

The iPad mini 2 has the Apple A7 chip and only 1 GB of RAM.

iOS 13 / iPadOS 13 requires the Apple A8 chip and atleast 2 GB of RAM.

The iPad mini 2 is from late 2013, so your device is over 6 years old.

The cheapest way to get an iPad mini that supports iPadOS 13 is to buy a Refurbished Unit from Apple.

The iPad mini 4 Wi-Fi sells for 309$ with 128 GB of Storage. https://www.apple.com/shop/refurbished/ipad/ipad-mini-4

This is more to iPadOS than what you simply listed.

Multitasking is done differently in iPadOS.

Document navigation and cut/copy/paste features are done differently, now.

There are lots of things that no one here has a clue about that has changed, behind the scenes, in iPadOS.

How do you know what is involved with all of new code behind iPadOS?

Here are all of the new, obvious iPadOS UI and other features ONLY here.

Hello,

I actually have an iPad mini 2 and the most recent update for me is 12.4.3.

If you’re not updated by Nov 3, apps will get slightly buggy and may not run properly.

Only the most recent devices can update to iOS 13.

See this article: https://appleinsider.com/articles/19/10/28/ios-1243-now-available-for-some-devices-that-cant-upgrade-to-ios-13.

I hope I’ve answered your question,

Kate
