Unable to send SMS texts

I have a new iPad running IOS13.2 and it has no SMS option in my settings. I have turned it on and off several times as well as my iMessage option. My old iPad and iPhone send fine. What else can I do?

iPads do not send SMS messages.

To send SMS from an iPad, you have to have an iPhone.
