My MacBook Pro is plugged in but won't charge because the screen brightness and google chrome are taking up too much power? Isn't it not okay that I can't run literally 1 program and charge the computer at the same time?

I have the exact same issue. I had this issue on my mid 2018 MBP and then on a fresh install of OS X on the late 2019 16" mbp. I plug in the adapter and it says "Not Charging" until I turn down the brightness and close a bunch of apps.
I have been trying to find a solution to this for a while but no luck. Resetting the SMC didnt do anything to help.
