Can all ipads download ios13? my ipad mini doesn't seem to be able to.

It would depend on which version of iPad Mini you have. See this and scroll down to see what versions are compatible with iOS 13. iPadOS - Apple
See the following: Identify your iPad model - Apple Support
Only the 4th and 5th generation iPad Minis can upgrade to iOS 13. The original mini can go to 9.3.6 and the 2nd and 3rd generation to 12.4.3.
And can I tell fro the serial number what generation it is?
