Pages table content not breaking across multiple pages

Hello,

Have read dozens of previous answers, but the suggestions are not working for me. I will try to explain.

I have a table with two columns and several rows. I would like the table to stay connected, and have the row spread across multiple pages. Currently it is splitting at whichever row would not fit on the page. I will attach an image.

In Word, the row would just split whenever the cell content reached the end of the page and flow over both pages.

I have tried unchecking "prevent window and orphan lines" for the document, and have tried both "move with text" and "stay on page" for the table and individual rows. The result is the same. I'm obviously missing something super simple that I can't figure out. Appreciate your help.
