How do I name photos and videos on my iPad IOS 13.2

Online references point me to the FILES app, but that app doesn't allow direct browsing to photos. If I SAVE a photo to a different folder on the FILES app, I can then find it, but I still can't rename it.

The Photos App has no option to rename photos, and since it does not show file names, there's really no point there.

If you save the photo to Files, you can rename it during the saving process, by tapping once on the photo name in the Save dialog:

Once its in the Files app, you can tap and hold on the photo to bring up the context menu, and select "Rename".
