I purchased extra Apple iStorage (50GB) several years ago but when I check it only 3.1 GB shows...
How do I get all of the photos from my iPhone into the iCloud Storage? I have hundreds on my phone taking up memory.

Have you tried signing out of iCloud and back in?
iCloud is a syncing system, not an external 'hard drive'. To increase space available, go Settings/Your Name/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.
