apple pay do not work

My Apple Pay won’t work, it says: iCloud account is not compatible for Apple Pay. What is wrong?

Make sure your region for your Apple ID is correct and that it is correct on your phone. Are you in an area that supports Apple Pay? Countries and regions that support Apple Pay - Apple Support

I'm from the Netherlands, my bank supports Apple Pay. But I'm 15 years old, is that why I can't use Apple Pay?

No, you can be 13 and use Apple Pay. Make sure your birthday is correct for your Apple ID. You may have to change it and change it back if your ID was created before you were 13
