Can I restore a Note that has been deleted from the Recently Deleted file?

It would depend on how you are dealing with Notes. If you were using Notes in iCloud, then the note is gone. If you were only using On My iPhone for notes, then it would be in your last iCloud backup before the Note was deleted and you could restore to that backup. If you make a backup since it was deleted, then it is gone.
