HomeKit users don't appear in AppleTV users & accounts

The users created in the Home app are not appearing on either of my AppleTV's settings --> Users & Accounts. Or when I hold down the home button for user switching.

AppleTV v4 (HD) & AppleTV 4K. MBP, iPhone x 2, iPad.
All devices running latest software versions
User's in question have selected "Show Me" in the Home app for each of the AppleTV's in question
AppleTV's HomeKit settings are showing as connected to the correct house
AppleTV's are showing up in Home app, are showing their current state, and can be controlled

Update. Nearly 2 weeks later and one of the 2 additional users are showing up on one of the AppleTV's. i.e.

Both ATV's show my user ID
1 ATV shows User B
Neither of the ATV's show User C

All users are configured to show on both ATV's.

There have been software updates in that time, but still not working properly.
