I already have iCloud Storage, how do I determine how many gb I need to get for my iPhone? Why do I need an iphone with larger storage space if the iCloud can free up space?

You cannot do so. iCloud is a synchronization service, to keep content across all your Apple devices up to date. As such, anything in iCloud also needs to live on your device(s). iCloud is not independent archival storage.
Well, first, you cannot subscribe for 500Gb of iCloud storage. Your only options are 50Gb, 200Gb or 2Tb. Since all your devices using your AppleID for iCloud share the same space, yes, someone with a 256Gb phone may well fill even 2Tb of space if they have other Apple devices using that same iCloud account, or they use family sharing of a 200Gb or 2Tb plan.
But again, it is also true that other than your iCloud backup file, data stored in iCloud is also on your device, since all iCloud offers is a system to sync that data, not archive it.
Internal memory and icloud storage are 2 different things.
You can purchase more icloud storage to sync or backup your data on the cloud.
You can't purchase more internal memory.
If I can move everything from my phone to iCloud, what is the purpose of having more internal memory?
So I’m trying to understand this.. you’re saying if I purchase a 256GB phone with 500GB iCloud storage, that means I will never use the remaining 244GB?
