IOS 13 Alarm song not working

After the IOS 13 update on my iPhone XR, when I set a song as the sound for a non-bedtime related standard alarm, it never plays and instead plays the default alarm tone. If I select a different in-built alarm tone then it will play that, but songs no longer work.

when I press on the song to select it, it plays a sample and I am still able to play it on the music app.

I figured out that the song has to be downloaded onto the device from the cloud, which it wasn’t
