I'm planning to buy a Macbook Pro 15 2019 (Apple Certified Refurbished). I'm just worried what's the OS installed. Is it Catalina or Mojave? If ever it is Catalina, can I downgrade it to Mojave?

I decided to reach out to Apple on this as I couldn't seem to find an answer myself.
They said that the 2019 refurbished MacBook Pro comes with MacOS Mojave preinstalled, not MacOS Catalina.
To answer your question on downgrading you might be able to do so by making a USB drive of MacOS Mojave, booting off the USB drive and format the internal drive and then install Mojave that way. You can refer to how to create a bootable installer of MacOS if needed.
