Videos tint green once controls hide

Late 2012 Mac mini (Server)

Intel HD Graphics 4000 1536 MB

Just upgraded to macOS Catalina

Using a Samsung TV as display via HDMI

Description:

When a movie is played in iTunes the moment the mouse and controls disappear the video tints green, like a color filter over the video. Hover the mouse over the controls so they don't disappear and this does not happen. This problem started with movies in iTunes on Mojave and has progressed to video played from browsers, such as Amazon or Hulu, but only when full screen. Video from YouTube does not cause the issue. Move the mouse it goes away until the mouse/controls disappear again. I had assumed the problem was related to iTunes but it persists in the new TV application.

Attempted Solutions:

Reboot

Reset SMC

Reset PRAM

Safe Mode Boot

Upgraded to Catalina

Changed display scaling

There was one solution that worked temporarily which was to turn off the accessibility feature "Shake mouse curser to locate" as described in an article from 2008. Is this something related to HDCP?

Thanks in advance.
