Are my iCloud photos safe if phone permanently deletes?

I recently purchased an iPhone 7 with a measly 32G storage (don’t ask why) which was immediately filled with photos and videos from the cloud. My question,

can I safely delete 4000 videos as suggested or will that strip them from the cloud too?

Ill try to attach a screenshot. It would solve my storage issue. Curiously, Apple’s maths is out too. But even a few spare gig would help. Btw, the option to turn on iCloud photos is unhelpful and does not save storage.

Note with that small of storage I wouldn’t use the download and keep originals.
