Are my iCloud photos safe if phone permanently deletes?

I recently purchased an iPhone 7 with a measly 32G storage (don’t ask why) which was immediately filled with photos and videos from the cloud. My question,

can I safely delete 4000 videos as suggested or will that strip them from the cloud too?

Ill try to attach a screenshot. It would solve my storage issue. Curiously, Apple’s maths is out too. But even a few spare gig would help. Btw, the option to turn on iCloud photos is unhelpful and does not save storage.

Note with that small of storage I wouldn’t use the download and keep originals.

This would explain the 92G size. I will save but then I may delete from iCloud as I rarely search for videos on photos. Then my iPhone will have some storage! But WHY Apple, why? Can’t I manage storage separately per device?

I’m still concerned that if I proceed to permanently delete videos on my phone, which I want to do for storage, it will also delete off cloud. I can’t find an answer anywhere.

Yes, if you delete from your phone they will disappear from the cloud storage. If you wish to keep the photos, do not delete, instead move them to a computer for permanent storage.
