Unable to download or open Files that are in Finder

I am trying to open PDF files with Preview on my Macbook. I can see the iCloud symbol next to them, but when I click on them, nothing happens and if I try to download them, I get an error message after a while saying that the file couldn't be downloaded. I was able to open them before. The files were downloaded from my Google Drive at first and saved on my Macbook, but I am not sure if this can cause this issue.
