Desktop folder keeps going to iCloud

I have a folder of high quality photos on my desktop that I’m working with daily and every time I come back to it they’ve gone to the cloud and I need to redownload them, is there any way to set it so that I can keep this folder permanently downloaded?

Stopping automatic upload of desktop I tried to stop automatically upload of documents located on the desktop to save space on iCloud. I have a lot of pictures on my desktop from my camera that I don't want in iPhotosI or stored in an album on iCloud. Stop syncing it.

Don't enable optimization.

The macOS iCloud optimization process is controlled by an unpublished algorithm. It runs when it sees the need to and offloads the field it deems needed to be off device.
