iCloud photos zip file does not want to expand

I'm trying to download photos from iCloud but the iCloud photos zip file does not want to expand. How do I fix this?

iCloud zip photo Hi I’m downloading photos one by one from iCloud to my pc. Most of them download fine but some will only download as a zip. I cant figure out why some download as normal jpegs and then others as a zip. I thought it would only zip them if I was downloading a group of photos.
