Where should I post a question about the Apple Mail app that is not related to a particular OS X?

MacBook Pro 15", macOS 10.15

Historically, Mail questions have been best served in the OSX forum closest to the one you are running. Changes to Mail happen with changes to OSX so I suspect that is why Apple tied it to the OSX level.
