No Web Passwords Not Shown In Safari 13's Saved Passwords

My saved web passwords in Safari appear to have been imported when I connected my iCloud as I see them when opening Keychain. The passwords are also used in Safari when browsing as the password AutoFill function is working and username/passwords are up to date. However, when I try to open the Passwords tab in Safari's Preferences the password list appears empty. Since the password manager appears to be the only place I cannot see the passwords, I have to conclude the problem is localized to that.
