I am trying to pair a second hand Apple Watch that has been unpaired from its previous owners Apple ID and set to factory reset settings. But it won’t go past the floating dots screen or be able to be set up manually bc it won’t give me a code.?

Trying to pair with a iPhone 8 and iPhone X. Original Apple Watch 42mm
phones are both updated to the newest iOS 13.2.2
not sure what the watch is on.0
So it’s pretty much not usable then?
If it's the original apple watch you have then it will NOT pair with either phone,ios13 requires the watch to have watchos6 or higher,the original apple watch (series 0) will only update to watchos4
What phone is it,which watch is it and what os are they on?.
