You can buy a new iPhone at an Apple Store.

If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

You might want to check if you have any insurance that covers the loss. Apple will not give you any discounts if you lose your phone.

Sure, but not for free. If you have AppleCare+ with loss and theft coverage, you will have to file a claim first - File an iPhone Theft and Loss Claim - Official Apple Support
