Are my documents on my Macbook Pro stored locally?

So this morning, my documents randomly disappeared. I have always had my documents in my iCloud library, but they also showed up on Finder in the 'documents' section (not in the iCloud section). Now, I'm not sure my documents are stored locally.

Is there a way to store the documents locally and have them backed up to the iCloud? I'm more confused than ever.

in most cases the default location for local document storage would be

Macintosh HD (or whatever you named it)/Users/[your account]/Documents

if you had saved documents while you were logged in as another user you may need to log out of the account you're in now, log into the account you saved the documents in and access them from there.

depending on what application was used cloud storage is not a definite yes or no answer.
