Could not download apps previously, I would attempt to download an app - it loaded... (the blue check-mark popped up and it said "done") then the "get it" button would pop up next to the app right after. Tried logging out of my Itunes/Apple Store ID and logging back in, but now I can't even log into my Apple Store/ Itunes ID due to an error message "Authentication Failed." Really don't understand what's going on.

Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
