Why I didn’t receive verification code?

I had to reset my iPhone, because I couldn’t get out of recovery mode. So now, everything is deleted. So I try to log in my apple id, I enter the password and then I enter my phone number so apple can send me a verification code. But, I don’t receive any code, I tried several times to resend, but nothing happens, and I didn’t have this problem before the reset. So now, I can’t access my icloud, I can’t access anything. Please help me
