Why does my iPad Air 2 say that it is up to date with 12.4.1. Isn’t IOS out?

Yes, iOS 13 is out and also available for the iPad Air 2.
Do you have any beta profile installed? If so, delete it. You need to be connected to Wi-Fi in order to update.
You can also try to update with iTunes on a computer.
