Setting up new phone
If I set up a new phone without transferring my data, will I be able to change my mind later and restore data from old icloud ?

You could, but in order to do that you would first need to erase the new phone; i.e., you would lose all data on it from the time you first set it up until the time that you decided to do the restore from iCloud.
