I am lost my notes
I deleted my notes from my phone, I also deleted the past deleted. That's why I can't get my notes back. How can I bring it back?

Turn your phone on airplane mode. After that try going to iCloud.com and see if your notes are there. It's worth a shot.
If you luck out and they are there, copy the content of each note you want to preserve and paste into a new note. Then delete the old one. Otherwise the system will eventually sync and the note will delete from iCloud.com as well.
This is also true of any Mac or iPad you sync your notes to. I once rescued a deleted Note this way. But you have to be quick.
I assume you don't have backups.
