I recently purchased an iPad Pro 11 but I couldn’t login to Apple TV+ with my Apple ID account details despite several attempts. Whenever I open the app, all I see is the message “You don’t have any videos. Your downloads.....”

You would find the offer in the Watch Now tab, not in the Library tab.

Your new iPad should already have asked to sign in with an Apple ID when doing the initial setup. That Apple ID would also be used for the Apple TV app automatically.
Make sure that the Apple ID account information is complete, including a billing address and payment method. (Although I would have expected a different error message, if that was the issue.)
I keep getting the prompt “ Sign in with your Apple ID. You will be signed in to Apple TV and Apple Music” whenever I attempt signing in. Why am I not getting pass this level?
How can I activate and start enjoying my Apple TV app?
