why can't I purchase a new apple phone with an apple card if my present phone is a 4S?

why can't I purchase a new apple phone with an new apple card if my present phone is a 4S? I wish to acquire an apple card to purchase an new iphone but my old phone is an apple 4S.

The latest version of iOS the iPhone 4S can use is iOS 9.3.5. That version is four years old, and I believe it precedes the introduction of the Wallet app. Therefore, the iPhone 4S (which was introduced by Apple eight years ago) is too old to support the Apple Card application process.

Sberman thank you for your quick response. I did already know that part. The question is if your trying to induce people to use the apple card and they do not have the proper apple phone why not let them acquire the card when purchasing a new iphone? Seems like good business sense to me. Am I missing some reason why a company would discourage a potential customer for charging a major purchase with their card? Does sound logical to me. Can anyone answer this question ?
