Will GPS + Cellular model function as GPS-only if purchased from Australia but used in New Zealand?

I am keen to purchase the Stainless Steel version of the Apple Watch Series 5 however, stainless steel versions aren't available in NZ. If I purchase a Stainless Steel model (which happens to only have Cellular) from Australia and send it to me in NZ, will it function just the same as if it were a GPS only model? I don't mind not having the cellular capabilities, as I am only after the Stainless Steel variant. I would hate to purchase it from Australia and have it be region locked to Australia and it not work in NZ or something to that effect.

Yes. If you do not activate the cellular, then the Apple Watch will behave just like a GPS only model.
