You probably need to activate the phone using iTunes on computer.

Do you have the latest version of iTunes? It should be 12.8.5 or later. And it requires Windows 7 or later. If you have a Mac it should be the right version if your Mac OS version is less than 3 years old.
Exactly what error message are you getting? Exactly where in the activation process are you being stopped?
What is the actual version of iTunes? If you install it on an older operating system it will install the last version for that operating system, which may not be recent enough.
