I cant add cards to my apple watch

I recently got a new iphone 11 pro max and connected my apple watch series 3 to it. I can add my cards to apple pay on my phone with no issues, however when I attempt to add cards to my watch it just says ‘could not setup apple pay. An error occurred while setting up apple pay’ my watch os is up to date. I have tried resetting the watch to factory settings and removing it from my account, then reconnecting it like a new watch, logging out then back into icloud on my phone and changing the simple passcode on the watch to a long passcode, however none of these steps have worked.

Thank you for using the Apple Support Communities! I understand you are running into an issue setting up Wallet on your Apple Watch. I'd like to help.

Please check the following:

-Open the Watch app on your companion iPhone > tap General > Language & Region. Make sure this is set to 'Mirror my iPhone' to ensure you are using the same supported country/region for your watch, as you do your iPhone: Countries and regions that support Apple Pay - Apple Support.

-Test to make sure your internet is working on your Apple Watch when adding the cards.

-Connect to a different network, then attempt to add cards on your Apple Watch.

-If you are connecting via cellular data to use Wallet and add cards, be sure 'Wallet' and 'Settings' are set to use cellular data under Settings > Cellular > Cellular Data.

I have tried all of these steps, however unfortunately the issue still persists. I contacted apple support, however they were unable to resolve it and will call me back tomorrow. Thanks for the help.
