Apple Music Error code 3561

Help! I'm trying to download songs in the new Music app that are stored in the cloud and getting error code 3561 and can't find any information about what that means. Can anyone explain? These are songs that were previously uploaded to Apple Music in the cloud and now can't be played or downloaded. It's a solid third of my library. :(

I just spent over two hours chatting with Apple Support and they had no reasonable solution. It appears that I own music files that live in the cloud that I can no longer access. So much for trusting iCloud with my files. I am also using Music because I thought iTunes was being discontinued and we were forced to move to the Music app. The techs kept telling me to go to iTunes even though I said I only have the Music app. Their final solution was to send me instructions on how to re-sync my library from all the original files using iTunes.
