After creating a new apple id, is there any way to access my iCloud account that I originally used? I had been trying to get into my iCloud from the same Macbook pro that I used for 3 years, with no luck.

No, you cannot do that. The iCloud account, like all Apple services accounts, is tied to the AppleID that was used to first sign into iCloud and create the iCloud account. Your new AppleID can make a new iCloud account, but it can not access any other AppleID’s iCloud account.
You would need to recover the old AppleID to access the old iCloud account and data.
