My iPad has 10 can I update to 13?
Can I upgrade to 13 from 10 or do I need a new ipad?

if it's iPad 4g or older then you can't upgrade further thant 10.3.4

You are better off with a new iPad, 4th generation is from 2012 and no longer supported.
